The money appropriated for the Department of
Health may be expended only for mandatory
services required under Title XIX of the Social
Security Act, unless a U.S. Supreme Court
decision provides new precedent, and for optional
services offered by the state under the state
plan for medical assistance that has been
approved by the United States Department of
Health and Human Services.

Representative LeBon OBJECTED to Item 19. He recalled that
he had voted for the House language. He explained that he
"ran on a pro-life platform." He understood that it was a
complicated issue, and supported the intention of
restricting state funding for abortion. He was aware of the
national debate on the issue, so there may be a change in
national law. He felt that the issue required additional
work by the legislature.

disaster emergency related to the flooding on the Y-K
Delta, the 2022 Lowell Point Landslide in the City of
Seward, and the Galena Fire Hall roof collapse issued
by the governor on May 13, 2022, are approved and
ratified.

but half of the funding will come from the general fund and
half will come from the Constitutional Budget Reserve Fund
(the CBRF).

Vice-Chair Merrick explained the following:
1. Section 2 makes appropriations associated with
the bills listed.
2. If a bill listed either fails to pass, its
substance fails to be incorporated in some other
measure, or it is vetoed by the Governor, the
appropriations associated with that bill are reduced.
3. The attached reports prepared by the Legislative
Finance Division list the fund sources and agencies
associated with each bill.
Mr. Painter remarked that the fiscal note for HB 226
indicated that the funding was for executive branch wide
appropriations, when the funding was for all three branches
of government.
