HOUSE BILL NO. 85
"An Act extending the termination date of the State Board of
Registration for Architects, Engineers, and Land Surveyors;
and providing for an effective date."
KONRAD JACKSON, STAFF, SENATOR OLSON explained that HB 85
extends the date of the termination date for the State Board
of Registration for Architects, Engineers and Land
Surveyors. Each year when board's sunset it is followed by a
legislative audit review of the board processes and how the
board has handled procedures. There has been a request of
extension of eight years.
Co-Chair Stoltze asked if the sponsor had any comments on
the proposed committee substitute that reflects a minor
change. Mr. Jackson indicated the sponsor has no comments on
the proposed committee substitute.
JOHN COAN, STAFF, CO-CHAIR BILL STOLTZE explained the
committee substitute, version S, adds an oversight to
maintain the status quo of a temporary landscape architect
position on the board and on voting capacity. This is found
on pages 1-2, Sections 2 and 3. Section 2 is the eight year
extension and Section 3 is transition language which ties up
the process.
8:47:44 AM
HARLEY HIGHTOWER, BOARD OF ARCHITECTS AND ENGINEERS
testified via teleconference indicated that Boyd Brownfield,
Chairman of the Board of Registration for Architects,
Engineers and Land Surveyors had submitted written testimony
to the committee. Mr. Hightower offered to answer any
questions. Co-Chair Stoltze observed this was a straight
forward bill. He indicated that the committee had been
looking at an associated issue, but it was decided to let
the bill stand alone. Co-Chair Stoltze closed public
testimony.
8:48:57 AM
Co-Chair Stoltze referred to the fiscal note from the
Department of Economic Development reflecting the costs in
the budget.
8:49:21 AM

as a working document. There being NO OBJECTION, it was so
ordered.
