State of Alaska relating to repeal of regulations
by the legislature.
HB 498: "An Act providing for exploration incentive
credits for activities involving locatable and
leasable minerals and coal deposits on certain
land in the state; and providing for an effective
date."
SB 212: "An Act relating to the giving of procurement
notices; changing the content of the required
procurement reports to the legislature by the
commissioner of administration; relating to
publications produced by state agencies;
establishing an innovative construction
procurement methods pilot program; and
establishing legislative findings, a legislative
purpose, and legislative intent for state
procurement; and providing for an effective date."
HB 183: "An Act directing the identification and
delineation of a transportation and utility
corridor between Fairbanks and the Seward
Peninsula for road, rail, pipeline, and electrical
transmission purposes; and providing for an
effective date."
SB 135: "An Act making a special appropriation to the
Department of Transportation and Public Facilities
to determine the cost of acquiring real property
within the right-of-way of the proposed extension
of the Alaska Railroad from Eielson Air Force Base
to the Alaska-Canada border; and providing for an
effective date."
HB 300: "An Act relating to civil liability for commercial
recreational activities; and providing for an
effective date."
HB 367: "An Act relating to limitations on outdoor
advertising signs, displays, and devices and

CHAIR MACLEAN called the meeting to order at 1:18 p.m.

REPRESENTATIVE HUDSON gave a report on problems and
suggestions from the Small Business Subcommittee:
1. Alaska needs a long-term economic policy.
2. Small businesses need better loan and grant information.
3. There should be more uniformity in bonding and reporting
requirements.
4. Licenses should be consolidated into one per business.
5. All legislative mandates should contain a cost benefit
analysis.
6. The Governor's Office should submit an annual report to
the legislature of federal policies affecting Alaskan
business.
7. The Administration should designate one position in each
department to handle business-specific matters.

CHAIR MACLEAN said that Commissioner Fuhs had indicated the
Department of Commerce and Economic Development will
establish a 1-800 phone number with information for all
small businesses.

CHERYL SUTTON, LEGISLATIVE AIDE, REPRESENTATIVE CARL MOSES,
said small businesses should receive the report that will be
generated by this committee.
REPRESENTATIVE BILL HUDSON said this was a good idea.

REPRESENTATIVE JEANNETTE JAMES mentioned the need to avoid
duplication between departments, and suggested contracting
with private businesses to provide some services such as
advertising Alaska.

HJR 11 - REPEAL OF REGULATIONS BY LEGISLATURE
CHAIR MACLEAN concurred that legislative review of
departments was needed. The Task Force agreed to add HJR 11
to its list of priority legislation. She reviewed the
status of all priority bills per the list she distributed.

HB 498 - MINERAL EXPLORATION INCENTIVE CREDITS
The Task Force discussed mineral and coal exploration
incentive credits and agreed to add HB 498 to the list.
CHAIR MACLEAN requested members to submit any new bills to
be endorsed by the end of the week.

SB 212 - STATE PROCUREMENTS AND PUBLICATIONS
REPRESENTATIVE MOSES reminded the Task Force that the Alaska
Seafood Marketing Institute had requested exemption from the
procurement requirements in SB 212.
REPRESENTATIVE HUDSON said he would work with REPRESENTATIVE
MOSES on this, and CHAIR MACLEAN said the Task Force would
support such an amendment.

HB 183 - TRANSPORTATION CORRIDOR: FAIRBANKS-NOME
REPRESENTATIVE JAMES presented HB 183.
REPRESENTATIVE HUDSON asked if the Russians had expressed
interest and was assured they had.
REPRESENTATIVE JOE GREEN added that in addition to its many
other benefits, a railroad was nonpolluting.

CHAIR MACLEAN stated she and most Native groups would find
the bill easier to accept if "road" was taken out of the
title and the bill was limited to "railroads".
REPRESENTATIVE JAMES said she was agreeable to such an
amendment. CHAIR MACLEAN said she would offer this
amendment in Finance.

Transportation had requested that "road" be included in the
bill, and she would not mind having it taken out.

the amendment to take "road" out of the title.

REPRESENTATIVE JAMES also requested that HB 184/SB 135 be
added to the list. The Task Force agreed to endorse this
bill as well.

REPRESENTATIVE JAMES suggested HB 300 be added to the list
and CHAIR MACLEAN suggested adding HB 498 to the list, as
well. The Task Force agreed to endorse both these bills.

REPRESENTATIVE JAMES inquired about endorsing HB 367.
Legislative Assistant, BARBARA COTTING presented
information. REPRESENTATIVE HUDSON said he liked the bill.
There were no objections, so HB 367 was added to the list.
CHAIR MACLEAN discussed regulatory reform, then adjourned
the meeting at 2:30 p.m.
