CALL TO ORDER
Chair Chenault called the Conference Committee meeting to
order at 2:07:31 PM.

analysts with the Office of Management and Budget and
Legislative Finance Division; and aides to committee members
and other members of the Legislature.
SUMMARY

An Act making appropriations for the operating and loan
program expenses of state government, for certain
programs, and to capitalize funds; and providing for an
effective date."
CSHB 66(FIN)
An Act making appropriations for the operating and
capital expenses of the state's integrated
comprehensive mental health program; and providing for
an effective date."
and
SCS CSHB 67(FIN)
An Act making appropriations for the operating and loan
program expenses of state government, for certain
programs, and to capitalize funds; making
appropriations under art. IX, sec. 17(c), Constitution
of the State of Alaska, from the constitutional budget
reserve fund; and providing for an effective date."
SCS CSHB 66(FIN)
An Act making appropriations for the operating and
capital expenses of the state's integrated
comprehensive mental health program; and providing for

HB 66 and HB 67 were heard and HELD in Committee for
further consideration. Motions were taken on the

Office of the Governor's budget:
Senate Version on Item 1.
There being NO OBJECTION, it was so ordered.
Chair Chenault noted that this action would close the Office
of the Office of the Governor's budget.
Senator Wilken MOVED to ADOPT the following Items for the
Court System's Budget:
Senate versions on Items 1 and 2
House version on Item 3.
Item 4 will remain open.
There being NO OBJECTION, it was so ordered.
Senator Wilken MOVED to ADOPT: Legislature
Senate versions on Items 1 and 2

Chair Chenault noted that this action would close the Alaska
Court System's budget.

Senator Wilken MOVED to ADOPT the following Items in the
Department of Administration's Budget:
Senate versions on Items 5, 7 and 11;
House versions on Items 1, 4, and 6; and
Amending the House version on Item 2 to House minus
$100.0 G and 112.2 I/A Receipts.
Items 3, 8, 9 and 10 will remain open.
There being NO OBJECTION, it was so ordered.

Senator Wilken MOVED to ADOPT the following Items for the
Department of Commerce and Community and Economic
Development:
Senate versions 1, 4, 5, 8, 9, 11, 12, and 14
House versions 2, 3
Item 7 - House minus $500, and Senate version of 250.0
of BLIC & Corp.
Items 6, 10 and 13 will remain open.
There being NO OBJECTION, it was so ordered.
Senator Wilken MOVED to ADOPT the following Items for the
Department of Education and Early Development's Budget:
Senate Items 1, 3, 4, 5, and 8
House Versions 2, 6, and 7
Item 9 open.
Senator Hoffman OBJECTED to Item 1, school funding. He
questioned if the action would require the adoption of the
Senate numbers of HB 1.
Representative Croft referred to Item 5 and questioned if
the effect of the Senate number would be a $250 thousand
reduction to Mt. Edgecumbe. Senator Wilken confirmed. He
noted that there are two appropriations to Mt. Edgecumbe.
There being NO OBJECTION, it was so ordered.

Senator Wilken MOVED to ADOPT the following numbers for
Department of Environmental Conservation's Budget:
Senate versions on Items 1, 3, 4, 5, 6, and 8 and
House versions on Items 7 and
Amended House version on Item 2 of House plus $50.0.
The changes will be ($11.1) GF Match, ($31.5) GF and
($7.4) GF/Program
There being NO OBJECTION, it was so ordered and the
Department's budget was closed.

Representative Chenault announced that the next meeting take
up the following departments:
Fish and Game
Labor
Corrections
Law
Military/Vets
Natural Resources
Public Safety
Previously heard departments with open Items.
Representative Croft noted the previous day's discussion on
limited powers of free conference on the jet issue. He felt
that the Committee could ask for limited powers of free
conference on the issue of the Governor's purchase of a jet.
Representative Croft MOVED to ADOPT limited powers of free
conference on the issue of the Governor's purchase of a jet.
Representative Chenault OBJECTED.
A roll call vote was taken on the motion.
IN FAVOR: Croft
OPPOSED: Chenault, Meyer, Hoffman, Green, Wilken
The MOTION FAILED: Senate 3 nays
House 1 yea, 2 nays.
