HOUSE BILL NO. 46                                                                                                             
                                                                                                                                
     "An  Act making  appropriations  for  the operating  and                                                                   
     capital    expenses    of   the    state's    integrated                                                                   
     comprehensive mental  health program; and  providing for                                                                   
     an effective date."                                                                                                        
                                                                                                                                
Ms.  McConnell   explained  that   the  summary   information                                                                   
combines   the    mental   heath   and    non-mental   health                                                                   
expenditures,  although  they   are  passed  separately.  The                                                                   
Governor works with the Alaska  Mental Health Trust Authority                                                                   
to promote new programs that can make improvements.                                                                             
                                                                                                                                
HB  46   was  heard  and   HELD  in  Committee   for  further                                                                   
consideration.
