SENATE JOINT RESOLUTION NO. 12 Urging the United States                                                                         
Congress to repeal the Windfall Elimination Provision and                                                                       
Government Pension Offset of the Social Security Act, was read the                                                              
third time.                                                                                                                     
                                                                                                                                
Senators Hughes, Stevens moved and asked unanimous consent to                                                                   
abstain from voting due to a conflict of interest. Objections were heard                                                        
and Senators Hughes, Stevens were required to vote.                                                                             
                                                                                                                                
The question being: "Shall SENATE JOINT RESOLUTION NO. 12                                                                       
Urging the United States Congress to repeal the Windfall Elimination                                                            
Provision and Government Pension Offset of the Social Security, pass
