Senator Wielechowski moved the bill be returned to second reading for the purpose of a specific amendment, that being Amendment No. 1. Without objection, the bill was returned to second reading. Senator Wielechowski offered Amendment No. 1 : Page 1, line 1, following the second occurrence of "certificates": Insert "; and relating to public school teacher dwellings" Page 3, following line 18: Insert a new bill section to read: "* Sec. 8. AS 14.20 is amended by adding a new section to read: Sec. 14.20.098. Teacher dwelling. (a) A person may not instruct students as a full-time teacher in continuous employment working more than 30 hours each week in a public school of the state unless the person maintains a dwelling in the state when instructing students. (b) This section does not apply if the employer or the employer's designee has made a specific written determination that requiring a teacher to maintain a dwelling in the state is impracticable to meet the educational needs of the public school. (c) In this section, (1) "dwelling" means a space intended to be occupied as a residence; (2) "full-time teacher" means a teacher occupying a position requiring teaching on a regular basis for the normal work period each day or week at a teaching assignment, excluding teaching as an assistant or graduate assistant or teaching on a substitute, temporary, or per diem basis." 2021-05-03 Senate Journal Page 0945 Renumber the following bill section accordingly. Page 3, following line 19: Insert a new bill section to read: "* Sec. 10. The uncodified law of the State of Alaska is amended by adding a new section to read: APPLICABILITY. AS 14.20.098, added by sec. 8 of this Act, applies to contracts entered into or renewed on or after the effective date of sec. 8 of this Act." Senator Wielechowski moved for the adoption of Amendment No. 1. Senator Stevens objected. The question being: "Shall Amendment No. 1 be adopted?" CS FOR SENATE BILL NO. 20(FIN) was automatically in third reading. The question being: "Shall CS FOR SENATE BILL NO. 20(FIN) "An Act relating to teaching certificates for teachers holding out-of-state certificates" pass the Senate?"
