This appropriation bill includes $4.160 billion unrestricted general                                                            
funds, $862.6 million designated general funds, $1.604 billion other                                                            
state funds, and $2.902 billion federal funds.                                                                                  
                                                                                                                                
The fiscal year 2022 budget reduces total agency operational spending,                                                          
increases strategic investments in public safety and emergency                                                                  
management, and funds K-12 education at the full formula level. My                                                              
administration continues to focus on modernizing and improving                                                                  
service delivery and on driving operational efficiencies within our                                                             
agencies.                                                                                                                       
                                                                                                                                
My administration looks forward to working with the Legislature on                                                              
the timely passage and implementation of the fiscal year 2022
