Under the authority of Article III, Section 18, of the Alaska                                                                   
Constitution, I am transmitting a bill relating to supplemental                                                                 
appropriations for the state’s operating and capital expenses for fiscal                                                        
year 2021.                                                                                                                      
                                                                                                                                
This supplemental appropriation bill includes $1.235 billion in                                                                 
unrestricted general funds, $12.7 million in designated general funds,                                                          
$26.1 million in other state funds, and $22.2 million in federal funds.
