It is the intent of the legislature that a business, state agency, or political subdivision of the state not require an individual to be vaccinated against COVID-19 for the individual to access an area or service that is open to the public. It is the intent of the legislature that a state agency or political subdivision of the state not adopt or issue a regulation, ordinance, order, or similar policy that requires an individual to be vaccinated against COVID-19 for the individual to exercise a right or receive a benefit that is available to the public." Renumber the following bill sections accordingly. Page 143, line 29: Delete "63(d)" Insert "64(d)" Page 144, line 17: Delete "secs. 63(e)" Insert "secs. 64(e)" Page 148, line 6: Delete "sec. 14" Insert "sec. 15" Page 148, lines 10 - 16: Delete all material and insert: "* Sec. 76. LAPSE OF APPROPRIATIONS. (a) The appropriations made in secs. 15, 26, 27, 28(1), 31(1), 32(b), 33, 34(b), 35(b), 38(b) - (d), 55(a), (b), and (d) - (f), 56(c) - (e), 64(a), 67(b) and (c), 69, 70(a) - (l), 71(a) - (c), and 75 of this Act are for the capitalization of funds and do not lapse. (b) The appropriations made in secs. 7, 10, 28(2), 31(2), 32(a), 34(a), 35(a), 36(a), 37, 38(a) and (e), 39(a), 40(b), and 41 of this Act are for capital projects and lapse under AS 37.25.020."
