CS FOR HOUSE BILL NO. 69(FIN) am(brf sup maj fld)(efd fld) "An                                                                  
Act making appropriations for the operating and loan program                                                                    
expenses of state government and for certain programs; capitalizing                                                             
funds; amending appropriations; and making capital appropriations,                                                              
supplemental appropriations, and reappropriations" which had been                                                               
moved to the bottom of the calendar, was read the third time.                                                                   
                                                                                                                                
Senator Hughes moved the bill be returned to second reading for all                                                             
amendments offered today. Without objection, the bill was returned to                                                           
second reading.                                                                                                                 
                                                                                                                                
Senator Stedman, Cochair, moved and asked unanimous consent for                                                                 
the adoption of the Finance Senate Committee Substitute offered on                                                              
page 1129. Senator Begich objected, then withdrew his objection.                                                                
There being no further objection, SENATE CS FOR CS FOR HOUSE                                                                    
BILL NO. 69(FIN) "An Act making appropriations for the operating                                                                
and loan program expenses of state government and for certain                                                                   
programs; capitalizing funds; amending appropriations; making capital                                                           
appropriations, supplemental appropriations, and reappropriations; and                                                          
providing for an effective date" was adopted.

Page 117, following line 7:                                                                                                     
     Insert a new subsection to read:                                                                                           
     "(d)  The unexpended and unobligated balance, not to exceed                                                                
$175,437 of the estimated balance of $1,144,697, of the appropriation                                                           
made in sec. 1, ch. 18, SLA 2014, page 8, line 33, through page 9, line                                                         
3 (Anchorage, Yosemite Drive area, drainage and road upgrade -                                                                  
$8,000,000), is reappropriated to the Department of Commerce,                                                                   
Community, and Economic Development for payment as a grant under                                                                
AS 37.05.316 to the Alaska Community Foundation for construction                                                                
of the Muktuk Marston-Hunter Pass trails in Chugach State Park."
