Full Journal pdf2021-05-03 House Journal Page 0855 HOUSE JOURNAL ALASKA STATE LEGISLATURE THIRTY-SECOND LEGISLATURE FIRST SESSION Juneau, Alaska Monday May 3, 2021 One Hundred Fifth Day Pursuant to adjournment the House was called to order by Speaker Stutes at 10:30 a.m. Roll call showed 36 members present. Representatives Fields and Hopkins had been excused from a call of the House today. Representatives Kreiss-Tomkins was absent and his presence was noted later. Representative Rasmussen was absent. The invocation was offered by the Chaplain, Representative Cronk. Representative Thompson moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. With the greatest respect for the diversity of beliefs of all the Alaskans we represent, I offer the following prayer: Dear Heavenly Father, We come to you today a needy people. I ask that you bless us with understanding, the ability to see past our own needs and to understand others. Bless us with silence. We live in a noisy world. Allow us the clarity to let our minds clear and to make better decisions. Bless us with persistence. Allow us to not grow weary of doing good, for we will reap, if we do not give up. 2021-05-03 House Journal Page 0856 Bless us with unity. The ability to work together despite our differences. Bless us with kindness. When our times here are tough and frustrating, that is when we need to exhibit kindness and compassion for each other. Bless us with gratitude. Gratitude for the honor to serve in this body. Gratitude to not only serve you, Lord, but to serve every person in every district of this great state of Alaska that we call home. Gratitude to let every Alaskan’s voice be heard. Lord, bless each of us here today. Bless this body we serve in. A special blessing to our colleagues from District 4 and 20. Bless our leadership, both the majority and minority and give them the wisdom to guide us with passion, integrity, commitment, honesty, and empathy. Lastly, Lord, bless all the people of this great state. In Jesus' name we pray. Amen. The Pledge of Allegiance was led by Representative Schrage. CERTIFICATION OF THE JOURNAL Representative Tuck moved and asked unanimous consent that the journal for the 104th legislative day be approved as certified by the Chief Clerk. The Speaker stated that, without objection, the House would recess to allow members of the Senate to enter the House Chamber; and so, the House recessed at 10:38 a.m. AFTER RECESS The Speaker called the House back to order at 11:09 a.m. **The presence of Representative Kreiss-Tomkins was noted. JOINT SESSION IN THE HOUSE In accordance with Uniform Rule 51, Speaker Stutes turned the gavel over to President Micciche who called the joint session to order at 11:09 a.m. The purpose of the joint session was to hear an address by the Honorable Dan Sullivan, U.S. Senator. Senator Hughes moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. There being no objection, it was so ordered. Representative Tuck moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. There being no objection, it was so ordered. President Micciche appointed Representative Wool and Senator Revak to escort the Senator to the joint session. The Senate Sergeant-at-Arms announced the Senator's entrace into the House Chamber. 2021-05-03 House Journal Page 0859 Senator Sullivan was escorted to the rostrum and welcomed by President Micciche. Senator Sullivan delivered his address, and it is published in Senate and House Joint Journal Supplement No. 3. A question and answer period followed the conclusion of the Senator's speech. Senator Sullivan received a standing ovation and was escorted from the Chamber by Representative Wool and Senator Revak. Senator Hughes moved and asked unanimous consent that the joint session adjourn. There being no objection, President Micciche adjourned the joint session at 12:19 p.m. The Speaker ordered the House at ease to allow members of the Senate to leave the Chamber. IN THE HOUSE The Speaker called the House back to order at 12:21 p.m. UNFINISHED BUSINESS HCR 2 Representative Schrage added as a cosponsor to: HOUSE CONCURRENT RESOLUTION NO. 2 Supporting the Alaska Ocean Cluster in its mission, efforts, and vision for a vibrant coastal economy in the state, its promotion of a diversified and resilient state economy that creates value from ocean resources, and its building of a statewide integrated ecosystem of innovation and entrepreneurship relating to the state's ocean economy. HB 34 Representatives Edgmon, Thompson, Johnson, Merrick, Josephson, Ortiz, and Rasmussen added as cosponsors to: 2021-05-03 House Journal Page 0860 HOUSE BILL NO. 34 "An Act naming the Vietnam Helicopter Pilots' Memorial Bridge." HB 192 Representatives Schrage and Hannan added as cosponsors to: HOUSE BILL NO. 192 "An Act extending the termination date of the Alaska regional economic assistance program; and providing for an effective date."
