Full Journal pdf2021-05-02 House Journal Page 0849 HB 69 The following, which was in third reading from the May 1 calendar (page 841), was before the House: CS FOR HOUSE BILL NO. 69(FIN) AM "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; amending appropriations; making capital appropriations, supplemental appropriations, and reappropriations; making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." Representative Tilton moved and asked unanimous consent that CSHB 69(FIN) am be returned to second reading to hear the submitted amendments. There was objection. Representative Eastman rose to a point of order regarding the opportunity to debate the motion. The Speaker, citing section 82.1 of Mason's Manual, ruled that the motion was not debatable. Representative Eastman appealed the ruling of the Chair. The question being: "Shall the ruling of the Chair be sustained?" Amendment Nos. 24 and 25, which had been moved to the bottom of the calendar (page 828), and Amendment Nos. 21, 27 through 60, 66 through 68, and 70 were not taken up. The Speaker stated that, without objection, the House would recess until 1:15 p.m.; and so, the House recessed at 12:32 p.m.
