     "An Act making an appropriation from the general fund to the                                                               
     Department of Education and Early Development for the payment                                                              
     of educational programs; making an appropriation from the                                                                  
     earnings reserve account for the payment of permanent fund                                                                 
     dividends; making an appropriation from the earnings reserve                                                               
     account to the budget reserve fund; and providing for an effective

Representative Tuck moved and asked unanimous consent that the                                                                  
following committee substitute be adopted in lieu of the original bill:                                                         
                                                                                                                                
     CS FOR HOUSE BILL NO. 3003(FIN)                                                                                            
     "An Act making an appropriation from the general fund to the                                                               
     Department of Education and Early Development for the payment                                                              
     of educational programs; making an appropriation from the                                                                  
     general fund to the Department of Commerce, Community, and                                                                 
     Economic Development; making an appropriation for the payment                                                              
     of permanent fund dividends; making an appropriation to the oil                                                            
     and gas tax credit fund; making an appropriation under art. IX,                                                            
     sec. 17(c), Constitution of the State of Alaska, from the                                                                  
     constitutional budget reserve fund; and providing for an effective                                                         
     date."
