     "It is the intent of the legislature that if the Department of Health                                                      
and Social Services pays for abortion or abortion-related services, the                                                         
salaries of the commissioner and deputy commissioner of health and

support services, commissioner's office, for the salaries of the                                                                
commissioner and deputy commissioner of health and social services
