Senator Hoffman was absent. The prayer was offered by the Chaplain, Pastor Brian Ewing, Calvary Fellowship. Senator Coghill moved and asked unanimous consent the prayer be spread. Without objection, it was so ordered. Father, thank you for the men and women who are here today offering their abilities in service to the people of this state. This chamber is filled with intelligent people who know what could be done. Would you raise to prominence among them a few people who know what should be done. We are not asking for more knowledge about what we could do there is plenty of that. We want to start this day asking you for wisdom to use our great knowledge in an innovative way. Where there is wrangling and backbiting would you bring a spirit of cooperation and collaboration. Where there are stubborn egos in collision would you bring a healthy humility. 2019-04-17 Senate Journal Page 0852 You said true wisdom is not some kind of internal light bulb that we can switch on. Rather, it is a miraculous provision that comes by humbly asking you a God who hears and gives in prodigious quantities. We need a new and perhaps unexpected way of approaching the problems before us. It is your M.O. to create a living dynamo from ordinary raw elements. Father, today would you raise to the forefront those quiet unassuming voices that have your kind of wisdom. I ask for wisdom from You and the humility to recognize it and implement it. I ask that you do this by Jesus Christ and through the authority you have given him. Amen. “If you need wisdom, ask our generous God, and he will give it to you. He will not rebuke you for asking. But when you ask him, be sure that your faith is in God alone. Do not waver, for a person with divided loyalty is as unsettled as a wave of the sea that is blown and tossed by the wind.” (James 1:5-6) Senator Gray-Jackson led the Senate in the Pledge of Allegiance. Certification Senator Costello moved and asked unanimous consent the journals for the ninety-first and ninety-second legislative days be approved as certified by the Secretary. Senator Micciche moved and asked unanimous consent to abstain from voting due to a conflict of interest. Unfinished Business Concur Messages SB 89 Senator Costello moved to take up the concur message on HOUSE CS FOR CS FOR SENATE BILL NO. 89(JUD) "An Act relating to the Legislative Ethics Act; and providing for an effective date" which had been held on the Secretary’s desk (page 805). Without objection, it was so ordered. Senator Costello moved that the Senate concur in the House amendment and recommended the body vote no. Senator Begich objected, then withdrew his objection. The question being: "Shall the Senate concur in the House amendment?" The roll was taken with the following result: HCS CSSB 89(JUD) Shall the Senate Concur in the House Amendment to CSSB 89(JUD)? Senator Begich objected, then withdrew his objection. There being no further objection, Uniform Rule 42(a) was waived. The Secretary was requested to notify the House of the Senate's action and request the House to recede from its amendment. In the event the House fails to recede, the President appointed a Free Conference Committee to meet with a like committee from the House to consider the bills: Senator Coghill, Chair Senator Stevens Senator Begich Senator Begich moved and asked unanimous consent to amend a prior excusal (page 530) in order to be excused from a call of the Senate from April 24 through evening plane time, April 28. Without objection, Senator Begich was excused. Recess Senator Costello moved and asked unanimous consent the Senate stand in recess to the Joint Session.
