Senator Coghill, Acting Majority Leader, moved and asked unanimous                                                              
consent to take up SENATE RESOLUTION NO. 2, which had been                                                                      
held on the Secretary's desk (page 1601). Without objection, the                                                                
resolution was before the Senate on final passage.                                                                              
                                                                                                                                
The question being: "Shall SENATE RESOLUTION NO. 2                                                                              
Expressing support for federal legislation establishing a United States                                                         
Department of Defense regional center for security studies in the state,
