SJR 7                                                                                                                         
SENATE JOINT RESOLUTION NO. 7 Requesting that the United                                                                        
States Department of the Interior Bureau of Land Management                                                                     
implement an oil and gas leasing program in the coastal plain of the                                                            
Arctic National Wildlife Refuge, was read the third time.                                                                       
                                                                                                                                
Senator Kiehl moved the resolution be returned to second reading for                                                            
the purpose of a specific amendment, that being Amendment No. 1.                                                                
President Giessel stated, there being no objection, the resolution will                                                         
be returned to second reading for amendments. Without objection, the                                                            
resolution was returned to second reading.                                                                                      
                                                                                                                                
Senator Kiehl offered Amendment No. 1 :                                                                                          
                                                                                                                                
Page 3, line 21, following "Statement":                                                                                         
     Insert "that uses the state's workforce to the maximum                                                                     
     extent possible"                                                                                                           
                                                                                                                                
Senator Kiehl moved for the adoption of Amendment No. 1. Senator                                                                
Birch objected.                                                                                                                 
                                                                                                                                
Senator Wielechowski moved and asked unanimous consent to abstain                                                               
from voting due to a conflict of interest. Senator Costello objected and                                                        
Senator Wielechowski was required to vote.
