It is the intent of the legislature to seek efficiencies and promote                                                            
accurate budgeting within departments through correct accounting of                                                             
necessary personnel positions. It is the intent of the legislature that this                                                    
appropriation be applied to vacant, funded positions across all                                                                 
departments statewide that have been vacant for more than 180
