     Insert a new subsection to read:                                                                                           
     "(i)  The sum of $1,160,903,900 is appropriated from the general                                                           
fund to the public education fund (AS 14.17.300) for the purpose of                                                             
funding public schools under AS 14.17.410(b) for the fiscal year                                                                
ending June 30, 2020. It is the intent of the legislature that school                                                           
districts in the state be consolidated from 54 school districts in the                                                          
state to 18 school districts in the state and that the consolidation occur                                                      
in regional educational attendance areas to include communities in                                                              
which common geographic or cultural needs exist, as determined by                                                               
the Department of Education and Early Development. It is the intent of                                                          
the legislature that the Department of Education and Early                                                                      
Development apply the decrement of $11,700,000 proportionately to                                                               
administrative costs associated with each of the 54 school districts. It                                                        
is the intent of the legislature that the Department of Education and                                                           
Early Development complete a consolidation plan by September 30,                                                                
2019, and complete implementation of the consolidation plan by
