"It is the intent of the legislature that the Department of Health and                                                          
Social Services, Pioneer Homes not increase a rate charged to a                                                                 
resident of the Pioneer Homes for the fiscal year ending June 30, 2020,                                                         
except to adjust for inflation at the rate of an increase in the Consumer
