Full Journal pdf2019-02-04 House Journal Page 0055 HOUSE JOURNAL ALASKA STATE LEGISLATURE THIRTY-FIRST LEGISLATURE FIRST SESSION Juneau, Alaska Monday February 4, 2019 Twenty-first Day Pursuant to adjournment the House was called to order by Speaker pro tempore Foster at 11:08 a.m. Roll call showed 40 members present. The invocation was offered by the Chaplain, Kathleen Monahan Nyssen. Representative Kopp moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it was so ordered. My name is Kathleen Monahan Nyssen. I am Catholic, a mother of three sons, and the proud daughter of a decorated Army soldier, Vietnam Veteran and Green Beret, Major Edward Michael Monahan. It is with deep respect for all Alaskans, particularly for the children of Alaska and for those yet to be born, that I offer today's prayer and a poem "The Peace of Wild Things" by Wendell Berry. In the name of the Father, and of the Son, and of the Holy Spirit, Amen. God is everything. God is all there is. Nothing exists outside of the realm of God. I am of God, and I know that my word is the word of God. Today, may I remember, in all moments, the truth of who I am: a unique expression of God, a miracle, made up of particles, endowed with consciousness, and gifted with free will. As I go forth, may I fear nothing and may nothing fear me. May I see, hear, think, sense, feel, know, and recognize the Christ in every person and in every moment. 2019-02-04 House Journal Page 0056 May I be an example, today, of all the love and understanding, all the humility and grace of the Christ. May I remember that forgiveness starts with me and me alone. With a full and grateful heart for another day, another breath, another opportunity to experience, I release my word into law, knowing that it already is, and so it is. Amen. [When despair grows in me and I wake in the night at the least sound in fear of what my life and my children's lives may be, I go and lie down where the wood drake rests in his beauty on the water, and the great heron feeds. I come into the peace of wild things who do not tax their lives with forethought of grief. I come into the presence of still water. And I feel above me the day-blind stars waiting for their light. For a time I rest in the grace of the world, and am free.] The Pledge of Allegiance was led by Representative Kopp. CERTIFICATION OF THE JOURNAL Representative Kopp moved and asked unanimous consent that the journal for the 18th, 19th, and 20th legislative days be approved as certified by the Chief Clerk. There being no objection, it was so ordered. SPEAKER Representative Eastman moved and asked unanimous consent that nominations be opened for Speaker of the House. There being no objection, it was so ordered. Representative Eastman nominated Representatives Talerico and Edgmon as the Speaker of the House. Representative Tuck rose to a point of order citing Mason's Manual 546.1 regarding nominating one candidate at a time. Speaker pro tempore Foster ruled the nominations out of order. 2019-02-04 House Journal Page 0057 Representative Eastman objected and withdrew the objection. There being no further objection, the nominations were removed. Representative Tuck nominated Representative Edgmon as Speaker of the House. Representative Edgmon respectfully declined the nomination at this time. Representative Tuck withdrew the nomination. Representative Eastman nominated Representative Talerico as Speaker of the House. Representative Tuck moved and asked unanimous consent that nominations be closed. There being no objection, it was so ordered. Representative Wilson rose to a point of order regarding keeping comments to the election of the Speaker. Speaker pro tempore Foster cautioned members to contain comments to the motion on the floor. The question being: "Shall Representative Talerico be elected Speaker of the House?" The roll was taken with the following result: Representative Talerico Speaker of the House YEAS: 20 NAYS: 20 EXCUSED: 0 ABSENT: 0 Yeas: Carpenter, Eastman, Jackson, Johnson, Johnston, Kopp, LeBon, Merrick, Neuman, Pruitt, Rasmussen, Rauscher, Revak, Shaw, Sullivan-Leonard, Talerico, Thompson, Tilton, Vance, Wilson Nays: Claman, Drummond, Edgmon, Fields, Foster, Hannan, Hopkins, Josephson, Knopp, Kreiss-Tomkins, LeDoux, Lincoln, Ortiz, Spohnholz, Story, Stutes, Tarr, Tuck, Wool, Zulkosky And so, Representative Talerico was not elected Speaker.
