IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." Representative Pruitt rose to a point of order, citing Uniform Rule 39(c) and Sections 43.6 and 156.1 of Mason's Manual. The Speaker ruled that CSSSHB 39(FIN) am is in third reading. Representative Pruitt appealed the ruling of the Chair. Representative Kopp rose to a point of order regarding following the proper procedure of debate. The Speaker advised the member to rise only when recognized. The question being: "Shall the ruling of the Chair be sustained?"
