Full Journal pdf2020-03-24 House Journal Page 2052 HB 309 The following, which was held from the March 23 calendar (page 2029), was read the second time: HOUSE BILL NO. 309 "An Act relating to the procedure for confirmation of the governor's appointments; and providing for an effective date." 2020-03-24 House Journal Page 2053 with the: Journal Page RLS RPT 4DP 2NR 1993 FN1: ZERO(H.RLS) 1993 Amendment No. 1 was offered by Representative Pruitt: Page 1, line 1, following "appointments;" (title amendment): Insert "relating to the board of the Mental Health Trust Authority;" Page 2, following line 6: Insert a new subsection to read: "(c) Notwithstanding AS 47.30.021(a), a member of the board of the Alaska Mental Health Trust Authority whose term expires March 1, 2020, may not continue to serve until a successor is confirmed. A person appointed to the board of the Alaska Mental Health Trust Authority and presented to the legislature by the governor during the Second Regular Session of the Thirty-First Alaska State Legislature shall serve as successor to a member whose appointment expired on March 1, 2020, and exercise the functions, have the powers, and be charged with the duties prescribed by law for the appointment pending confirmation or declination under (a) or (b) of this section." Representative Pruitt moved and asked unanimous consent that Amendment No. 1 be adopted. Representative Kopp objected and withdrew the objection. There being no further objection, Amendment No. 1 was adopted, and the new title follows: HOUSE BILL NO. 309 am "An Act relating to the procedure for confirmation of the governor's appointments; relating to the board of the Mental Health Trust Authority; and providing for an effective date." Amendment No. 2 was offered by Representative Eastman: 2020-03-24 House Journal Page 2054 Page 1, line 8, following "Legislature,": Insert "and for appointments presented by the governor after adjournment of the First Regular Session of the Thirty-First Alaska State Legislature and prior to the Second Regular Session of the Thirty-First Alaska State Legislature," Representative Eastman moved and asked unanimous consent that Amendment No. 2 be adopted. Representative Kopp objected. The question being: "Shall Amendment No. 2 be adopted?" Representative Thompson moved and asked unanimous consent that HB 309 am be considered engrossed, advanced to third reading, and placed on final passage. There being no objection, it was so ordered. HB 309 am was read the third time. The question being: "Shall HB 309 am pass the House?"
