The following memorandum dated March 2 was received from                                                                        
Representative Foster, Co-chair, House Finance Committee, regarding                                                             
correction to:                                                                                                                  
                                                                                                                                
    CS FOR HOUSE BILL NO. 205(FIN)                                                                                              
    "An Act making appropriations for the operating and loan                                                                    
    program expenses of state government and for certain programs;                                                              
    capitalizing funds; making supplemental appropriations; making                                                              
    appropriations under art. IX, sec. 17(c), Constitution of the State                                                         
    of Alaska, from the constitutional budget reserve fund; and                                                                 
    providing for an effective date."                                                                                           
                                                                                                                                
"Version E of the CSHB 205(FIN) — the operating budget that will be                                                             
considered on the floor of House today — contains a technical error in                                                          
Section 18 DEBT AND OTHER OBLIGATIONS.                                                                                          
                                                                                                                                
The current version of HB 205 does not reflect the actions taken by the                                                         
House Finance Committee. The following Governor's Amendment                                                                     
was voted and approved by the House Finance Committee:                                                                          
                                                                                                                                
Amend *Sec. 24 DEBT AND OTHER OBLIGATIONS. By adding a                                                                          
new subsection as follows:                                                                                                      
 (New)(o) The amount necessary for a payment of debt service                                                                  
and associated costs for outstanding oil and gas tax credit bonds                                                             
issued by the Alaska Tax Credit Certification Bond Corporation (AS                                                            
37.18.010), estimated to be $55,000,000, is appropriated from the                                                             
general fund for that purpose.

I recommend that the following corrective action be taken:                                                                      
    1) I have requested that Legislative Finance and Legislative                                                                
         Legal draft a new Committee Substitute version that                                                                    
         incorporates the above stated amendment into the new                                                                   
         version."                                                                                                              
                                                                                                                                
CSHB 205(FIN)(Corrected) was reprinted today. HB 205 is on today's                                                              
calendar.
