consent that Uniform Rule 23(a) be waived in order that the following                                                           
be heard at 5:15 p.m., today in the Finance Committee:                                                                          
                                                                                                                                
    HOUSE BILL NO. 2003                                                                                                         
    "An Act making special appropriations for the payment of                                                                    
     permanent fund dividends; and providing for an effective date."
