    relating to the duties of the prosecuting attorney; and relating to

    Insert a new bill section to read:                                                                                          
"* Sec. 5. AS 12.55.023 is amended by adding a new subsection to                                                              
read:                                                                                                                           
         (c)  If a victim does not give testimony, make an oral                                                                 
    presentation, or submit a written statement at sentencing, the court                                                        
    shall, before accepting a plea agreement and imposing a sentence,                                                           
    question the prosecuting attorney to ensure that reasonable efforts                                                         
    were made to contact the victim."
