     Insert new material to read:                                                                                               
"It is the intent of the legislature that the Department of Health and                                                          
Social Services shall work with Early Head Start providers to create an                                                         
equitable and geographically weighted formula for disbursement of                                                               
state-funded grants to allow for the most students to be served with a                                                          
comprehensive early childhood education by January 21, 2020. The                                                                
department will keep the legislature informed of all allocation                                                                 
decisions and funding formula results."
