Amendment No. 40, which was moved to the bottom of the amendments (page 547) was offered by Representatives Hopkins, Foster, Drummond, Tuck, Story, Zulkosky, Spohnholz, Wilson, Tarr, Johnston, Fields, LeBon, Edgmon, Thompson, and Stutes: Page 16, following line 7: Insert new material to read: "It is the intent of the legislature that the Department of Health and Social Services shall work with Early Head Start providers to create an equitable and geographically weighted formula for disbursement of state-funded grants to allow for the most students to be served with a comprehensive early childhood education by January 21, 2020. The department will keep the legislature informed of all allocation decisions and funding formula results." Representative Hopkins moved and asked unanimous consent that Amendment No. 40 be adopted. Representative Eastman objected. Amendment No. 1 to Amendment No. 40 was offered by Representatives Hopkins and Wilson: Page 1, lines 1 - 7 of the amendment: Delete all material and insert: "Page 11, line 12, following "Head Start": Insert "and Early Head Start"" Representative Hopkins moved and asked unanimous consent that Amendment No. 1 to Amendment No. 40 be adopted. There was objection.
