     Insert a new subsection to read:                                                                                           
     "(c)  It is the intent of the legislature that departments continue to                                                     
identify additional means of reducing spending so that per capita state                                                         
spending is reduced to not more than twice the national average by the                                                          
end of fiscal year 2021."
