     "An Act making appropriations for the operating and loan                                                                   
     program expenses of state government and for certain programs;                                                             
     capitalizing funds; amending appropriations; making                                                                        
     supplemental appropriations; making appropriations under art. IX,                                                          
     sec. 17(c), Constitution of the State of Alaska, from the                                                                  
     constitutional budget reserve fund; and providing for an effective

Amendment No. 1 was offered  by Representative Eastman:                                                                          
                                                                                                                                
Page 52, following line 6:                                                                                                      
     Insert a new subsection to read:                                                                                           
     "(c)  It is the intent of the legislature that a department may not                                                        
expend funds in excess of the funds appropriated in this budget. A                                                              
department whose expenditures exceed budgeted amounts at the end                                                                
of the fiscal year, except those funds spent in the furtherance of public                                                       
safety or pursuant to declared emergencies, should expect those                                                                 
expenses to be drawn from the department's budget for the next fiscal                                                           
year."                                                                                                                          
                                                                                                                                
Representative Eastman moved and asked unanimous consent that                                                                   
Amendment No. 1 be adopted.
