SPONSOR SUBSTITUTE FOR HOUSE BILL NO. 38 by the House                                                                           
Rules Committee by request of the Governor, entitled:                                                                           
                                                                                                                                
    "An Act making appropriations, including capital appropriations,                                                            
    supplemental appropriations, reappropriations, and other                                                                    
    appropriations; making appropriations to capitalize funds; and
