     Interior initiate a land exchange under the Russian River                                                                  
     Land Act; and urging the governor to request that the                                                                      
     commissioner of transportation and public facilities and the                                                               
     Division Administrator of the Federal Highway                                                                              
     Administration reevaluate the selection of the G South
