(Internal Revenue Code), regional housing authorities, and federally                                                            
recognized tribes eligible for a loan from the Alaska energy efficiency                                                         
revolving loan fund; relating to loans from the Alaska energy                                                                   
efficiency revolving loan fund; and relating to the annual report
