     Insert a new subsection to read:                                                                                           
     "(c)  It is the intent of the legislature to limit the eligibility of the                                                  
refinery tax credit provided under AS 43.20.053 to in-state refineries                                                          
that are headquartered in the state and are at least 51 percent owned by
