    occupational licensing fees and examination fees for an individual                                                          
    who applies for a waiver and who                                                                                            
             (1)  meets the low-income threshold established by the                                                             
    department;                                                                                                                 
             (2)  is a current or former member of the armed forces of                                                          
    the United States; or
