Full Journal pdf2017-06-22 House Journal Page 1681 HB 57 The Conference Committee with limited powers of free conference considering CSHB 57(FIN) am(brf sup maj fld)(efd fld) and SCS CSHB 57(FIN) am S recommends the following be adopted: CONFERENCE CS FOR HOUSE BILL NO. 57 "An Act making appropriations for the operating and loan program expenses of state government and for certain programs; capitalizing funds; repealing appropriations; making supplemental 2017-06-22 House Journal Page 1682 appropriations and reappropriations; making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." The report was signed by Representatives Seaton (Chair), Foster, Pruitt; and Senators Hoffman (Chair), MacKinnon, Olson. A fiscal note packet was attached. The report was received in the Chief Clerk's office at 6:48 p.m., June 22. Representative Tuck moved that the House waive Uniform Rule 42(a) and (b) and that the Speaker grant the House conferees on HB 57 powers of free conference under Uniform Rule 42(b) for the limited purpose of including: 1. appropriations to the public education fund; 2. supplemental appropriations previously contained in SB 23; 3. approval of bargaining agreements for certain University of Alaska employees; 4. appropriations from the community quota entity revolving loan fund; and 5. fiscal notes included as Section 2 of HB 57; and also that the House waive Uniform Rule 42(c) regarding a conference committee with powers of free conference report on an appropriations bill being distributed at least 24 hours prior to being voted on. There being no objection, Uniform Rule 42(a), (b), and (c) was waived. The Speaker granted the powers of free conference on the specific points as requested. Representative Tuck moved that the House adopt the Conference Committee report, thus adopting CCS HB 57. 2017-06-22 House Journal Page 1683 The question being: "Shall the House adopt the report?" Representative Tuck moved that the appropriations from the constitutional budget reserve fund in Section 45 (Article IX, Section 17(c), Constitution of the State of Alaska) be adopted. The question being: "Shall the House adopt the constitutional budget reserve fund appropriations in Section 45?" Representative Tuck moved and asked unanimous consent that the roll call on the passage of the bill be considered the roll call on the effective date clause. There being no objection, it was so ordered. The Chief Clerk notified the Senate. The Senate adopted the Conference Committee report on June 22. CCS HB 57 was referred to the Chief Clerk for engrossment and enrollment.
