constitutional budget reserve fund were not adopted, and the new title

     "An Act making appropriations for public education and                                                                     
    transportation of students; and providing for an effective date."                                                          
                                                                                                                                
Representative Tuck moved and asked unanimous consent that the roll                                                             
call on the passage of the bill be considered the roll call on the                                                              
effective date clause.                                                                                                          
                                                                                                                                
Representative Eastman objected.                                                                                                
                                                                                                                                
The question to be reconsidered:  "Shall the effective date clause be
