Representative Eastman moved and asked unanimous consent that CSHB 286(FIN) am be returned to second reading for considering Amendment No. 3. There was objection. Representative Gara placed a call of the House. The call was satisfied. Representative Stutes, citing Section 180 of Mason's Manual, rose to a point of order stating that Amendment No. 3 was out of order. The Speaker ruled Amendment No. 3 out of order. Representative Eastman objected. The question being: "Shall the ruling of the Chair be sustained?" Representative Reinbold, citing Uniform Rule 31, moved and asked unanimous consent to rescind action in adopting Amendment No. 1 as amended.
