    Insert new material to read:                                                                                                
"It is the intent of the legislature that the Office of Management and                                                          
Budget ensure that actual expenditures reported in the budget system                                                            
of the Office of Management and Budget and reported to the                                                                      
Legislative Finance Division are reconciled and agree with actual                                                               
expenditures recorded and reported by state agencies."
