     Insert a new subsection to read:                                                                                           
     "(c)  It is the intent of the legislature that a department may not                                                        
expend funds in excess of the funds appropriated in this budget. A                                                              
department whose expenditures exceed budgeted amounts at the end                                                                
of the fiscal year should expect those expenses to be drawn from the                                                            
department's budget for the next fiscal year."
