Amendment No. 42 was offered by Representative Rauscher: Page 38, following line 17: Insert new material to read: "It is the intent of the legislature that the legislature continue to find efficiencies in the budget and, when possible, hold extended and special sessions in locations that provide a savings to the state rather than holding extended and special sessions in Juneau." Representative Rauscher moved and asked unanimous consent that Amendment No. 42 be adopted. There was objection. Representative LeDoux rose to a point of order, citing Article II, Section 13 of the Alaska Constitution, Uniform Rule 35, and Section 402 of Mason's Manual. The Speaker ruled Amendment No. 42 out of order. Representative Millett appealed the ruling of the Chair. The question being: "Shall the ruling of the Chair be sustained?"
