Amendment No. 18 was offered by Representatives Tilton and Eastman: Page 17, following line 6: Insert new material to read: "It is the intent of the legislature that the Department of Health and Social Services submit an annual fiscal report on all alcohol safety action program (AS 47.37.040(21)) programs, initiatives, and grant recipients to the co-chairs of the Finance Committees and the Legislative Finance Division by November 15, 2018, on (1) the number of Alaska residents served by the program, (2) program success and failure rates, if known, and (3) recommendations of ways to improve the delivery of services. The report must include the two previous fiscal years' data for comparison." Representative Tilton moved and asked unanimous consent that Amendment No. 18 be adopted. Representative Spohnholz objected. The question being: "Shall Amendment No. 18 be adopted?"
