Amendment No. 13 was offered by Representatives Millett, Wilson, Johnston, Pruitt, Thompson, Birch, Eastman, Saddler, Reinbold, Talerico, Chenault, Tilton, Johnson, and Rauscher: Page 53, following line 6: Insert a new subsection to read: "(c) It is the intent of the legislature that the Department of Commerce, Community, and Economic Development be eliminated and its essential services be transferred to appropriate divisions in other executive branch departments. It is the intent of the legislature that the governor propose the necessary legislation for consideration by the Thirty-First Alaska State Legislature after the reorganization process begins. This should result in administrative savings, as well as elimination of administrative, director, and commissioner positions." The Speaker ruled Amendment No. 13 out of order, citing Article II, Section 13 of the Constitution of Alaska. Representative Reinbold appealed the ruling of the Chair. The question being: "Shall the ruling of the Chair be sustained?"
