      Administration; relating to special motor vehicle registration                                                            
      plates for recipients of the Bronze Star awarded for valor, Silver                                                        
      Star, Navy Cross, Distinguished Service Cross, Air Force Cross,                                                           
      Coast Guard Cross, and other awards reflecting valor; and                                                                 
      providing for an effective date."
