(b) Sections 3, 5, 11, 13, 15, and 21 of this Act take effect only if (1) secs. 1, 2, 4, 6 - 10, 12, 14, and 16 - 18 of this Act take effect under sec. 24 of this Act; and (2) the commissioner of administration makes a certification to the revisor of statutes and the lieutenant governor as required under (c) of this section on or after January 1, 2019, and before January 1, 2029. (c) The commissioner of administration shall certify to the revisor of statutes and the lieutenant governor in writing of the date that the United States Congress passes a measure that is enacted into law that repeals the provisions of P.L. 109-13, Division B (REAL ID Act of 2005) relating to security for drivers' licenses and personal identification cards. * Sec. 24. If, under sec. 23(a) of this Act, secs. 1, 2, 4, 6 - 10, 12, 14, and 16 - 18 of this Act take effect, they take effect January 1, 2019. * Sec. 25. If, under sec. 23(b) of this Act, secs. 3, 5, 11, 13, 15, and 21 of this Act take effect, they take effect on the day after the date the commissioner of administration makes the certification required under sec. 23(c) of this Act."
