      Insert a new subsection to read:                                                                                          
      "(e)  The appropriation made in sec. 17(b) of this Act is contingent                                                      
on certification by the director of the Alaska marine highway system                                                            
to the Commissioner of the Department of Revenue that the Alaska                                                                
marine highway system will achieve an 85 percent hire rate of Alaska                                                            
residents in each of the collective bargaining units of the Alaska                                                              
marine highway system with the funds appropriated in sec. 17(b) of
