    Delete all material and insert:                                                                                             
"* Section 1. AS 24.08.060(a) is amended to read:                                                                             
         (a)  A member of the legislature or a group of members may                                                         
    introduce a bill or resolution. A [OR A] committee chairman,                                                            
    after consultation with all of the committee members and with                                                           
    the express written agreement [CONCURRENCE] of a majority                                                               
    of the active members of the committee, may introduce a bill or                                                         
    resolution [AND] on behalf of the committee [, MAY                                                                      
    INTRODUCE A BILL OR RESOLUTION]. Bills and resolutions                                                                      
    shall be prepared and introduced in the manner and form
