Representative Eastman objected. Representative Saddler rose to a point of order appealing the ruling of the Chair saying that Amendment No. 11 was not dilatory. Representative Claman rose to a point of order, citing Section 402 of Mason's Manual, that Amendment No. 11 was not germane. The question being: "Shall the ruling of the Chair be sustained?" The roll was taken with the following result: CSHB 25(FIN) am Second Reading Sustain Ruling of the Chair/Amendment No. 11 YEAS: 22 NAYS: 12 EXCUSED: 5 ABSENT: 1 Yeas: Claman, Drummond, Edgmon, Foster, Gara, Grenn, Guttenberg, Josephson, Kawasaki, Kito, Knopp, Kreiss-Tomkins, Lincoln, Ortiz, Parish, Seaton, Stutes, Tarr, Thompson, Tuck, Wool, Zulkosky Nays: Chenault, Eastman, Johnson, Kopp, Neuman, Pruitt, Reinbold, Saddler, Sullivan-Leonard, Talerico, Tilton, Wilson Excused: Birch, Johnston, Millett, Rauscher, Spohnholz Absent: LeDoux And so, the ruling of the Chair was sustained. CSHB 25(FIN) am was automatically in third reading. The Speaker stated that, without objection, CSHB 25(FIN) am would be held to the April 9 calendar.
