IX, sec. 17(c), Constitution of the State of Alaska, from the constitutional budget reserve fund; and providing for an effective date." Representative Tuck moved and asked unanimous consent that CSHB 286(FIN) am be returned to second reading for the specific purpose of considering Amendment No. 1. There being no objection, it was so ordered. Amendment No. 1, which was moved to the bottom of the amendments (page 2764), was offered by Representatives Tuck, LeDoux, Parish, Spohnholz, Tarr, and Kawasaki: Page 55, following line 13: Insert a new subsection to read: "(e) The amount necessary, when added to the appropriation made in (d) of this section, to fund the total amount authorized under AS 37.13.145(b), as that provision read on January 1, 2018, for transfer by the Alaska Permanent Fund Corporation on June 30, 2018, estimated to be $892,037,020, is appropriated from the earnings reserve account (AS 37.13.145) to the dividend fund (AS 43.23.045(a)) for the payment of permanent fund dividends for the fiscal year ending June 30, 2019." There was objection. Amendment No. 1 to Amendment No. 1 was offered by Representative Seaton: Page 1, lines 1 - 14, of the amendment: Delete all material and insert: "Page 54, line 29, through page 55, line 13: Delete all material and insert: "(c) The sum of $2,722,842,518, which is equal to 5.25 percent of the average market value of the Alaska permanent fund, including the earnings reserve account established under AS 37.13.145, but not including that portion of the principal attributed to the settlement of State v. Amerada Hess, et al., 1JU-77-847 Civ. (Superior Court, First Judicial District), for the fiscal years ending June 30, 2013, June 30, 2014, June 30, 2015, June 30, 2016, and June 30, 2017, is appropriated from the earnings reserve account (AS 37.13.145) as follows: (1) the amount necessary, estimated to be $1,023,487,200, for payment of a permanent fund dividend of $1,600, to the dividend fund (AS 43.23.045(a)), for the fiscal year ending June 30, 2019; (2) the remainder, after the appropriation in (1) of this subsection, estimated to be $1,699,355,318, to the general fund."
