    CS FOR HOUSE BILL NO. 286(FIN) am                                                                                           
    "An Act making appropriations for the operating and loan                                                                    
    program expenses of state government and for certain programs;                                                              
    capitalizing funds; amending appropriations; making                                                                         
    supplemental appropriations; making appropriations under art. IX,                                                           
    sec. 17(c), Constitution of the State of Alaska, from the                                                                   
    constitutional budget reserve fund; and providing for an effective

Representative Tuck moved and asked unanimous consent that CSHB
286(FIN) am be returned to second reading for the specific purpose of                                                           
considering Amendment No. 1.  There being no objection, it was so

Amendment No. 1, which was moved to the bottom of the                                                                           
amendments (page 2764), was offered by Representatives Tuck,

    Insert a new subsection to read:                                                                                            
    "(e)  The amount necessary, when added to the appropriation                                                                 
made in (d) of this section, to fund the total amount authorized under                                                          
AS 37.13.145(b), as that provision read on January 1, 2018, for                                                                 
transfer by the Alaska Permanent Fund Corporation on June 30, 2018,                                                             
estimated to be $892,037,020, is appropriated from the earnings                                                                 
reserve account (AS 37.13.145) to the dividend fund                                                                             
(AS 43.23.045(a)) for the payment of permanent fund dividends for                                                               
the fiscal year ending June 30, 2019."

Judicial District), for the fiscal years ending June 30, 2013, June 30,                                                         
2014, June 30, 2015, June 30, 2016, and June 30, 2017, is appropriated                                                          
from the earnings reserve account (AS 37.13.145) as follows:                                                                    
         (1) the amount necessary, estimated to be $1,023,487,200, for                                                          
payment of a permanent fund dividend of $1,600, to the dividend fund                                                            
(AS 43.23.045(a)), for the fiscal year ending June 30, 2019;                                                                    
         (2) the remainder, after the appropriation in (1) of this
