     Insert new material to read:                                                                                               
"It is the intent of the legislature that the sum of $250,000 collected                                                         
from snowmobile registrations, as designated in the fiscal year 2017                                                            
capital budget, be appropriated to the Department of Natural                                                                    
Resources to provide grants for nonprofit organizations, businesses,                                                            
agencies, and local governments to groom snowmobile trails, develop                                                             
and maintain trails and trail-related facilities, and provide for                                                               
snowmobile safety and education programs statewide."
